This course provides an overview of public personnel administration as a critical function of public management. It examines historical foundations, legal frameworks, recruitment, selection, classification, performance appraisal, employee development, labor relations, and ethical issues in the public sector. The course emphasizes the professionalization of the civil service and strategies for improving human resource systems in the government. ( rationale). Students are required to submit and present their Final Research paper and Documentary video of their chosen Government Office covering and highlighting its Public Personnel functions, mandate, procedure, functions, best practices, challenges and accomplishments. (output). This course is delivered through synchronous and asynchronous sessions( Modality)
